The Federal Government of Nigeria has reaffirmed its commitment to empowering smallholder farmers nationwide through the Renewed Hope Government Enterprise and Empowerment Programme (GEEP 3.0) FarmerMoni initiative, as part of broader efforts to strengthen food security, improve agricultural productivity, and expand financial inclusion.
The position was contained in a statement issued by Attari M. Hope, Deputy Director and Head of Information and Public Relations at the National Social Investment Programme Agency (NSIPA), following a FarmerMoni media and sensitization programme held in the North-West zone in Jigawa State.
The engagement brought together government officials, traditional rulers, community leaders, programme implementation partners, members of the media, and FarmerMoni beneficiaries, reinforcing a coordinated approach to strengthening Nigeria’s agricultural value chain and rural economy.
FarmerMoni Positioned as Key Driver of Food Security and Rural Enterprise Growth
Speaking at the event, the National Coordinator and Chief Executive Officer of NSIPA, Badamasi Lawal—represented by the National Programme Manager of GEEP, Hamza Baba—emphasized that FarmerMoni remains a critical pillar of the Federal Government’s agricultural empowerment strategy under the Renewed Hope Agenda of President Bola Ahmed Tinubu.
According to him, the initiative is designed to enable smallholder farmers to expand production capacity, improve productivity, and contribute meaningfully to national food security objectives.
He noted that the sensitization programme was specifically targeted at registered and revalidated beneficiaries to deepen understanding of fund utilization, financial discipline, accountability, and loan repayment obligations necessary to sustain the revolving financing structure of the scheme.
Loan Structure, Repayment Terms, and Accountability Mechanism
Officials at the programme clarified that FarmerMoni operates strictly as a recoverable loan scheme and not a grant, requiring beneficiaries to channel funds directly into productive agricultural ventures such as crop farming, livestock rearing, and poultry production.
The programme’s repayment structure is designed to align with agricultural cycles, including:
- A moratorium period of 6–9 months, depending on the type of farming activity
- A 3-month repayment cycle for short-term crops
- A 6-month repayment cycle for longer agricultural production cycles
NSIPA further disclosed that it will deploy its GEEP digital dashboard alongside a strengthened monitoring and evaluation system to track beneficiaries, enhance transparency, and provide technical support where necessary.
Jigawa Model Inspires Asset-Based Agricultural Financing Approach
A key highlight of the sensitization exercise was the presentation of lessons drawn from Jigawa State’s goat empowerment scheme, an asset-based agricultural intervention that combines livestock distribution with cooperative structures, veterinary services, training, and market access.
NSIPA indicated that elements of this model may be integrated into FarmerMoni, including:
- Bundling of loans with productive agricultural assets or inputs
- Strengthening cooperative-based accountability systems
- Introduction of simplified asset verification mechanisms
- Expansion of access to agricultural extension services
Officials noted that the approach is aimed at ensuring that each loan translates into a viable and sustainable agricultural enterprise capable of generating income and supporting rural livelihoods.
State Government Pledges Support for Federal Agricultural Initiatives
The Jigawa State Government reaffirmed its commitment to supporting federal agricultural empowerment programmes, highlighting ongoing investments in irrigation infrastructure, mechanisation, and agricultural inputs under Governor Umar A. Namadi’s administration.
The State Commissioner for Humanitarian Affairs and Special Duties stated that such complementary interventions are critical to ensuring that initiatives like FarmerMoni achieve measurable impact in productivity, food security, and rural economic development.
He also urged beneficiaries to adopt modern agricultural practices and ensure responsible use of funds to enhance income generation and food production outcomes.
Government Urges Compliance and Programme Sustainability
Both federal and state officials used the occasion to urge FarmerMoni beneficiaries to strictly adhere to programme guidelines, including:
- Use of funds exclusively for approved agricultural activities
- Compliance with repayment schedules and financial obligations
- Participation in cooperative and extension service structures
- Engagement in monitoring and evaluation processes
Authorities emphasized that compliance is essential to sustaining the revolving nature of the fund and expanding access to more farmers across the country.

Reiterating the philosophy behind the programme, NSIPA officials stressed that FarmerMoni is structured as an economic empowerment and enterprise development tool, not a social welfare handout.
Beneficiaries were encouraged to approach the initiative with discipline, accountability, and long-term business mindset, positioning themselves as drivers of rural economic transformation and ambassadors of the Federal Government’s food security agenda.
