Nigeria’s Minister of Water Resources and Sanitation, Engr. Prof. Joseph Terlumun Utsev, FNSE, has commended the Ogun–Oshun River Basin Development Authority (O-ORBDA) for its ongoing efforts to strengthen food security and water infrastructure in line with President Bola Ahmed Tinubu’s Renewed Hope Agenda, while urging the Authority to pursue greater scale and impact.
The commendation was delivered at the O-ORBDA 2-Day Management Retreat held in Abuja, which focused on strategic planning, institutional performance, and the review of the Authority’s 2026 Work Plan. The Minister was represented at the event by the Director of Irrigation and Drainage, Engr. Mrs. Esther Oyeronke Oluniyi, FNSE, who also oversees the Office of the Permanent Secretary.
At the retreat, the Ministry highlighted several ongoing and completed projects by the Ogun–Oshun River Basin Authority aimed at improving agricultural productivity, water access, and environmental resilience across the South-West.
Among these are plans to construct up to 300 greenhouses, with over 70 already completed, as part of efforts to support year-round farming and boost food production.
The Authority has also embarked on the construction of over 2,000 boreholes to improve water supply and sanitation across Ogun, Osun, Oyo, and Lagos States, with additional facilities currently under development.
Flood and erosion control efforts were also noted, including the Owakurudu Flood and Erosion Control Project in Ogun State, which addresses climate-related risks and protects vulnerable communities and farmlands.
While acknowledging these achievements, the Minister challenged the Authority to deepen its impact through strategic reforms and innovation. He urged O-ORBDA’s management to strengthen internally generated revenue, redevelop underutilised assets, and leverage the ongoing partial commercialisation of River Basin Development Authorities to attract private sector investment through Public-Private Partnerships (PPPs).
According to the Minister, long-term sustainability in the water and agriculture sectors will depend on effective teamwork, institutional capacity building, sound strategic planning, and financial sustainability.
He expressed confidence that the retreat would generate practical, actionable strategies capable of empowering more farmers, expanding irrigated agricultural land, and improving food affordability for Nigerians.
In a goodwill message, Hon. Segun Odebunmi, Chairman of the O-ORBDA Board, described the retreat as a vital platform for strengthening collaboration between management and staff. He emphasised that improving the Authority’s procurement processes is central to achieving its mandate and aligning operations with the Ministry’s broader vision for the Water, Sanitation and Hygiene (WASH) sector.
In his opening address, the Managing Director of O-ORBDA, Engr. (Dr.) Adedeji Ashiru, FNSE, described the retreat as a strategic forum for enhancing leadership effectiveness, management synergy, and performance alignment ahead of 2026.
He noted that the retreat included intensive procurement training facilitated by the Bureau of Public Procurement (BPP), underscoring the role of transparent, compliant, and efficient procurement in effective project delivery, accountability, and value for money.
According to Dr. Ashiru, the retreat is expected to deliver outcomes such as:
- Improved organisational performance and operational efficiency
- Expanded irrigation infrastructure to support food security
- Increased investor interest through PPP frameworks
- Job creation and local economic development
- Strengthened water supply and sanitation services across the Basin’s coverage areas
He encouraged participants to actively engage and ensure that lessons and insights from the retreat are cascaded across departments to achieve institution-wide impact.
The Managing Director expressed appreciation to the Honourable Minister, the O-ORBDA Board, and the Director-General of the Bureau of Public Procurement for their support, reaffirming the Authority’s commitment to institutional excellence, public trust, and the effective delivery of the Renewed Hope Agenda through sustainable water resources development.
The retreat was attended by Executive Directors of the River Basin, a representative of the Director-General of the Bureau of Public Procurement, Engr. Isaiah Yesufu, BPP resource persons, as well as Directors and Deputy Directors of the Authority.
