LWC MD Engages Staff, Sets Vision of Revitalised Waterworks Through Pilot PPP

The Managing Director of the Lagos Water Corporation (LWC), Engr. Mukhtaar Tijani has declared that his vision is to see all the waterworks under the corporation alive and thriving.

Engr. Tijani made this declaration on Monday, September 22nd, 2025, during an engagement with the management staff of the Corporation on the proposed Pilot Public-Private Partnership (PPP) for seven (7) mini and micro waterworks.

“My vision is to see the waterworks alive. Let’s put our visions together to get this work done successfully. Let people start bragging that they are getting and enjoying water supply in Lagos State,” Engr. Tijani stated.

The Managing Director emphasized the Corporation’s commitment to transparency and due diligence in the project implementation process. “We want to ensure we follow due diligence before contracting the projects out. We are committed to transparency in this process. Let’s put our best foot forward to ensure the project’s success,” he said.

He explained that one of the key strategic priorities according to the LWC Strategic Business Plan (2025-2030) is to revive micro/mini waterworks in annual batches with private sector management.

The Managing Director noted that the Corporation’s collective mission is to deliver safe, affordable, and reliable water for every Lagosian while building trust across communities.

While underscoring the concession framework, Engr. Tijani emphasized that the projects are designed to improve the efficiency of the waterworks and enhance reliability, expand connections, rehabilitate and upgrade facilities, and operate and maintain systems to world-class standards.

He reiterated that Lagos Water Corporation is committed to ensuring process transparency in accordance with the Lagos State Public Procurement Law and Guidelines.

The Executive Director, Operations of LWC, Engr. (Mrs) Helen Omolanke Taiwo, while addressing the staff, explained that the meeting was designed to enlighten and brief the management staff about the project processes, timeline for commencement, and implementation strategies.

Engr Taiwo, reaffirming the Corporation’s commitment to transparency in the process, clarified the distinction between privatization and Public-Private Partnership (PPP), emphasizing that “PPP is not privatization. “LWC retains full ownership of all water assets. The PPP introduces private sector support only to improve efficiency and service delivery.” she noted.

Addressing concerns about job security, the Director of Administration and Human Resources, Mr. Hakeem Kosoko urged staff members to enhance their skills and improve their job performance.

“Let us ensure that our job outputs improve to match our levels. This is about integration – integration to work requires demonstrating levels of competence. Improve your job capacity and upskill yourselves,” Mr. Kosoko advised.

The engagement session reinforced the Corporation’s commitment to stakeholder involvement and transparency as it moves forward with the proposed Pilot PPP aimed at revitalizing Lagos State’s water infrastructure and improving service delivery to residents.
